Snatcher

Snatchers are fairly creepy fairies, they loom over populations like predators awaiting a meal from within the clouds. However, it isn't a meal they're seeking. Snatchers have a strange obsession with children, they wait for an opportunity to 'snatch' them away and take them to the clouds where they brainwash them into a rather mindless state. Sometimes their minds are so set on finding children that when they see an adult they can imagine as an infant, they will use magic to make it so, changing them from an adult to a child, sometimes even a baby. All the children, babies and transformed adults they find and claim will be taken up to the clouds and usually never get to grow up into adults, since the Snatchers prefer youths.
