Eggman

Dr. Ivo Robitnik, better known as Doctor Eggman, is a genius with a very high IQ and the ability to create masses of effective technology. While he himself is not much of a danger, he can be tricky and will fortify himself with technology such as robots and cannons, to increase his threat. He created a base at Oil Ocean just South of the forest. Additionally, he owns a large base in the Dark World. It's easy to guess, but the name is Eggmanland, since a brilliant mind seems to falter when naming a place. Eggman has good speed to him, dispite his round figure. His height explains why he is fast, but nothing explains how he's faster than Sonic in older games.
